Question FPS constantly drops to 1-5 and raises back to normal

Hello everyone,

I've been having a problem with playing certain games that I could play with absolutely no problems before. I've already tried switching to a new PSU if that was causing the problem, but there was no difference. I also completely reinstalled windows and that made no difference. I don't know how to explain the FPS drops, so I made a quick video to show you. I used Overwatch on max graphics for example, because I know for sure that it was running at a smooth 100 FPS before this problem started occuring.

PC specs:
Intel i7-4770k
16 DDR3 ram
AMD Radeon RX 480

Any help or tips would be greatly appreciated!

My first thought was a background process, but you say you have reinstalled Windows, so that seems unlikely.

How about overheating ... have you looked at your temperatures? Another test for overheating would be set a max frame rate of 60 on a game that normally runs around 100. The lower frame rate will take some stress off your GPU and it should run cooler. Look for Radeon Chill under settings->graphics in your Radeon software.
 
My GPU runs at around 60 °C , but my CPU temperatures spike up to 90 °C. I'm using the stock intel cooler and im starting to think that thermal throttling might be the problem. Another thing is that when I'm in a call and I start a game my microphone starts emitting buzzing sounds at the "tempo" of these fps drops. I'll try upgrading to a better cooler and see if that helps me in any way.
