[SOLVED] Fps doesnt change no matter the settings on all games

Now i have a pc with a problem no matter the settings be it low high or ultra all same fps on every game why, can someone pls help me is it the bottleneck i dont get it.

My PC :CPU RYZEN 3 1200 3.1 GHZ
GPU RX 580 SAPPHIRE NITRO 4GB
RAM 16GB 2666MHZ 2X8 KIT
SSD/HDD M.2 SATA SSD 240GB AND SAMSUNG HDD 320GB
PSU SEASONIC S12 II 520W
I am losing my mind whatever game lags if i lower my settings no change same fps on low and ultra.

And why does bf1 lag i think my pc is good enough

I have but usually they have their r3 1200 oc'd and i will link you a video where someone in the comments is saying that he had a r3 1200 and bf1 was unplayable fps drops to 40 and he got a r5 1600 90-100 FPS

My friend built this for me as his first time ever building a pc, I have had it for a bit over a year now and I still can't get my head around it why I have such bad performance. I have tried many things and I haven't ever found someone with the exact same problem. I looked at many benchmarks of games that I have...
Is this a fresh install with this GPU and CPU/mainboard combo, and/or, was this game installed/configured and played with an earlier configuration (different CPU/mainboard and/or GPU?)?

(On a side note, if CPU limited to a moderate FPS, which is possible, but with a decent 1080P GPU, it is entirely plausible that your FPS would not decrease upon adding detail; however, a full fresh install of everything, game included, should eliminate GPU/CPU configuration/driver possibilities)
 
TEMPS AND USAGE:
CPU:In most games stays 70/80% in BF1 100% all the time
GPU:100% BUT CONSTANTLY DROPS TO 0% OR SOMETIMES STAYS AT 89% FOR 10 SECONDS THEN TO LOW USAGE

CPU: 55C'
GPU: 76C'


This game was played earlier on a gtx 750 but i deleted the game and just now installed it on this config.

Note: There were driver issues with the 20.9.1 i DDU that and installed 20.4.2 works better

And i dont know if this helps i heard that sometimes monitors can give you a bottleneck bcs your GPU is not used to its full potential the MAX RESOLUTION MY MONITOR SUPPORTS IS 1280X1024 and i use DVI-D Single Link unfortunately i dont have a HDMI OR DP ON THIS MONITOR
 
I have the exact same issue, it seems so hard to explain and it is so weird. Have you noticed other people with the same specs run the same games but better like on benchmarks?

I looked at many benchmarks of games that I have played and they seem to run them, for example, I tried out apex legends, assassins creed odyssey, assassins creed unity and I couldn't run them at all but with other peoples of the exact same spec they are able to run it on high settings 60 fps on multiple benchmarks and such.

I have came to decision I will be upgrading the cpu because it seems to be lacking at times hopefully this will be the issue, but is it possible one of my parts could be faulty?
