FPS don't change in any game no matter the settings.

GIGABYTE NVIdia geforce GTX1060 6GB
12 gb of ram

I have been having the issue for a while now and I am just now noticing it. No matter what my settings are in-game. I can change it to ultra to low still the same.in cs:go i get 99 to 200 fps, league of legends is the same, h1z1 I average about 55 fps, overwatch i get about 60 fps. I know i suppose to be getting more out of this card. about It's not an issue with my temps. My CPU or GPU never goes above 50 degrees neither does any of my ports on my motherboard. The only thing that i can think of that could cause the problem is because the harddrive that I use that has my OS on it was in my laptop before my desktop so maybe there is something going on there, or my CPU is bottle necking my GPU, but besides that I have absolutely no idea what is wrong with my rig. HEALP!

All games or just certain ones? Some games have a fps cap.

the only thing that isn't that effected is league of legends

The problem here is you don't mention framerate. If you are getting 10fps no matter what you do then you have a different situation compared to if you were getting 60fps no matter what you do.

As a side issue, it doesn't matter where that hard drive was used before, as long as when you transferred it to this computer you did a new install of your OS.

If you are using the same OS (and apps/games) as it was installed on your laptop, but in your new desktop instead... there could be a multitude of issues affecting your entire system. In fact, I'm really surprised the system booted with the laptop platform. Better think about doing a clean install of the OS on the desktop.

CSGO can run on a hand held calculator /exaggeration. The thing that holds almost everyone back is the CPU, unless using an IGPU.

I'm guessing you are trying to lower your settings to increase your FPS, but you have too slow of a CPU to achieve higher FPS.

If you want more FPS, you need a faster CPU.

I found out what part of the problem is though. I updated teh software that I use to overclock my card and i got like 50+ jump in my fps in some games.
