Question FPS drop after installing AIO liquid cooling

Recently I decided I wanted to upgrade from an air cooler to a water cooler for my CPU. After I installed the AIO I tried playing some of my games. I found in games such as Fortnite where before I had frames between 144 (capped at 144) and 115, I now have 90 to 50. I checked my thermals for throttling and had no luck, CPU temps were at 91 degrees Fahrenheit and GPU temps at 145 Fahrenheit. Just to make sure my CPU or GPU weren't failing I bench marked both on 3DMark and I got the same results as I had before the AIO. I don't know if it is a hardware or software issue. I NEED HELP!

My PC specs are:

Msi Gaming Z GeForce RTX 2060
Intel i5 3570 Quad-Core 3.4GHz
16gb ddr3 of ram
Mini ITX motherboard lga 1155 socket
Corsair H100i RGB PLATINUM AIO Liquid CPU Cooler
500 watt power supply
WD 500gb ssd

I'd imagine changing back to the old cooler will show the FPS is still low. Could just be coincidence.

Have you updated BIOS and drivers to latest?

Are the temperatures under load or idle?
