fps drop when streaming..

i wanna ask why i am having fps drop whenever i am trying to start my stream

i am using OBS and my systems is as follow

i5 4690
16gb ddr3 ram 1866
asus strix r9 390x
AOC G2460P (Primary)
HP 2211f (Secondary)

obs settings are
Video Encoding: Encoder x264 with both cbr checked, quality 10, Bitrate 2500, buffer 2500

Audio encoding: Codec AAC, Bitrate 128, Format 44.1khz channel stereo

Video: Downscale to 1.5, filter bilinear (fastest), FPS 60

Advanced: PPC set to normal, buffering time 400 Keyframe interval 2

everytime i started streaming, fps will drop from 144fps to 30fps.. is it because my system is not that good?

Download - 30mbps
Upload - 10mbps

Oh wow I didn't know OBS didn't support h.265... h.265 is far better than h.264..

Only that h.265 is much heavier on system resources and would bog his system down completely...
Amad,try using the quick sync codec in OBS,it uses the integrated GPU of your processor and is capable of on the fly h264 encoding.

i cant seems to click the quick sync.. i need to enable it from bios??

The integrated GPU has to be enabled from within bios,and you have to tell windows to use it.
If you don't have a second monitor to plug in the iGPU then try this tutorial to enable it.

i did everything already.. but when i started streaming, in twitch it said there "incompatible" 🙁
