FPS drops a lot

My computer is a problem of drop of FPS. It varies a lot, for example: in Call of Duty 4, I look at the sky and is 400 FPS. I look forward (which has more models and objects) and is 30 FPS.

- This week I formatted the PC and returned to Windows 7.
- Also installed a TX3 Cooler on my processor. I had some problems to mount it, but I, is working.

My config.
FX6300 processor, AMD HD 7790 graphics card, 4GB of RAM and 320 GB HD
Windows 7 64-bit Ultimate.
 
you have a few issues of hardware. one your running the pc on low ram. a gaming pc should have at a min of 8g for the os and games. the older 6300 is weak gaming cpu now over the newer intel cpu. at some point you want to think about the newer intel build or amd zen when it drops. the last is the gpu. it was fine in it days but it outdated with the newer gpu. i would wait for the newer amd gpu to drop latter on this year and then pick one up.
 


I played Call of Duty 4 with 100 fps spiked up last week, before formatting the PC and replace the cooler. And COD4 is a 2007 game.
