FPS Drops and Long load times in all games

Here are my specs:
AMD Fx8350
MSI Radeon Rx 480 8gb
8gb Corsair Vengence Ram
Corsair h105 Water Cooler
2 TB mechanical drive
256 gb ssd

I've been noticing for a while that a lot of my games stutter and have massive fps drops. Long load times happen about half of the time. I've defragmented both of my hard drives, and I checked cpuhardware monitor and msi afterburner frequently in game, and all of the temperatures are fine. I'm at a loss here because I have another PC with Radeon r9 280 3gb graphics and and AMD a10 cpu that runs so much better than this pc, which was more expensive. Some games I'm experiencing these issues are Mass Effect Andromeda, Shadows of Mordor, Overwatch, and even the Witcher Enhanced edition, a game from 2007!

Are the games installed on the SSD or on the HDD?

What's your hdd/ssd usage when this happens. I have seen failing drives cause similar issues, its what I would check first.
