Question FPS drops but CPU/GPU Usage are below 70%?

Summary: getting FPS drops to while GPU and CPU are not used 100% (No Bottleneck).
GPU: GTX 980 | CPU: i7 4790k | 16 GB Ram Duo Channel | SSD Samsung EVO
I know specs are old, but why the low usage?

No Background Programs running besides Afterbruner and RTSS (not the problem).
I run Genshin immediatly after restarting. Also disabled any autostart program.

Clean installed the GPU Driver.

What's the CPU usage per core?
What's the RAM usage?
What's the VRAM usage?

CPU 1: 70%

Looking at whole cpu utility isn't accurate, except for benchmarks/stress tests, or other cpu all core load.
You have at least one core maxing out at a given time. A single core is all it takes to be considered cpu limited territory.

Really? I see all cores hitting 98-100%.
