Fps drops in csgo from 300 to 50-60

Hello Guys, I have fps drops when playing a game called CS:GO.
I noticed that fps drops from 300 to 50, 60 or sometimes to 100 for like 3 seconds and goes back to 300 and it keeps happening every 14-16 seconds.
I think it started happening after I upgraded to Windows 10.
Or it might be that I downloaded a EVGA Precision and opened it and changed some things but I didnt save it, I deleted it because had no idea how to use that programm.
My Resolution: 1980 x 1080
I tried everything, cleaned my PC from Virus, updated all drivers, checked temperature, checked PC for viruses, I even changed my OS to Windows 8 but it didnt help and then I went to Windows 7 and it didnt solve the problem too. Right now I am on Windows 7. Also my Vsync is off.

My PC SPECS:

GPU: NVIDIA GTX 980
CPU: AMD FX-9590 4.70 GHz (5.0GHz Turbo)
RAM: 16 GB (8?2)
MOTHER BOARD: GIGABYTE 990FXA-UD3 AMD 990 ATX
POWER SUPPLY: 800 Watts - Standard 80 Plus Certified Power Supply - SLI/CrossFireX Ready
SYSTEM: Windows 7 (x64)


I tried everything but nothing helped =(

Is there any program that can check my PC if any of part of it is damaged?
I will give more information about PC if needed.








 


I ordered my PC from cyberpowerpc.com the original OS was Windows 8.1 and I have a disk of it. When I went to Windows 10 and I noticed fps drops I went back to 8.1 and it didnt fix my problem too and then I went to Windows 7
 
Ok. Search how to use chkdsk /f and try that to check your hdd. If it shows it's got bad sectors its probably time to get another hdd and reinstall Windows on it. Look up youtube how to connect a hdd, it's the easiest part to change you shouldn't have much trouble with it.
 


I will check my disk and will tell you about results.
 


I treid to check but it said that that some other process is using that Tom, I reboot and tried again but the same thing pops out
 
I deleted my last driver of GPU and installed the previous one before the last
FPS on Pay Day was 135 (Max 135)
I played 15 minutes and my fps dropped from 135 to 40-60 like 3 times.
