Question FPS drops in GTA 5 with a Radeon HD 4830 GPU ?

Hello, when driving the car while playing GTA 5, it drops from 30-33 FPS to 17-23 FPS at all settings from 800x600 Normal to 1366x768 Normal. This is the same in the 2015 version, the same in the latest version.

My System:
Intel Core i3-2120 CPU
Esonic H61FHL Motherboard
Sapphire ATi Radeon HD 4830 1024 MB GDDR3 256-bit GPU (20 per cent overclocked at core and GPU speeds and no overclocking at all, i.e. same performance even at stock core and GPU speeds)
Kingston ValueRAM 2x4 8.00 GB RAM CL9 1333 MHz
The case is an Everest non-mesh one but I don't know the actual model.
PSU is PRO2000 ATX-400 PSU.
My processor cooler is Intel's stock fan.
My storage is the 500 GB model of Samsung 870 EVO.

The GPU is overclocked in both cases and sees a maximum of 77 degrees at stock speeds and the processor sees 72 degrees. 54% GPU utilisation (20% overclocking) and 83% GPU utilisation (stock speeds) on the Radeon HD 4830. On the CPU, it doesn't drop below 70% in either case. Thermal paste and maintenance of the system has not been done since 2019.

How can I solve this FPS drops problem?

it's just because this system doesn't have enough power to push any kind of modern gaming software.

it could be a nice HTPC for media purposes,
but if you want to game, with AAA or similar quality games, you'll need a better system all around.

when was this system purchased?
Received in 2021. 2000 Turkish Lira (At the time, this system had a GT 220 1 GB video card, but since I didn't have a big means, I had to install the HD 4830 from my previous system). Monitor was included.
 
You are CPU-limited. GTA 5 lags on dual-cores, but note the HD4830 isn't much either and only sees about 40fps even on a Ryzen 5 5600X where it's obviously GPU-limited instead. Notice it's only 10fps less than while not driving. If you can find a cheap and compatible 2000 or 3000 series I7 to upgrade to, that's about the most you can expect.

I'll suggest trying an "ultra low graphics mod" to improve framerate but that will also make the game look like GTA: SA

Thank you for your reply. I can try the "ultra low graphics mod" at 19:30 according to time in Turkey. They also said in other forums that there is a CPU-limited. But I wanted to open a threads on Tom's Hardware Forum to get more detailed information.

I will upgrade i3-2120 to i7-2600 or i7-3770 soon, thanks for the suggestion. I know my system isn't very powerful, it should be enough for ne not have FPS drops when driving cast in the car.

requirements for GTAV:

Processor: Intel Core i5 3470 @ 3.2GHz (4 CPUs) / AMD X8 FX-8350 @ 4GHz (8 CPUs)
Memory: 8 GB RAM
Graphics: NVIDIA GTX 660 2GB / AMD HD 7870 2GB
Okay, but you wrote the recommended system requirement, but I accept what you said. I accept the power of my system. But can't we at least prevent FPS drops even by upgrading the processor? Sorry to tire you out. At least I would like to prevent FPS drops when going fast, the rest may be enough, anyway, after 3-5 months, I will probably make a setup with Ryzen 7 7800x3D processor and at least RTX 4070 Super.

To be honest, you shouldn't even keep the system you have if you want to game. It is just too slow and too old. For just a 100Euros you can definitely find a much more powerful used system than the one you currently have. It just isn't worth it upgrading neither the CPU, nor the GPU, nor anything else of that kind of age.

Tldr you need a new computer and the one you have won't play GTA V at any reasonable FPS
