FPS drops// not stable

MSI gtx960 4gb oc
AMD FX 8350
ASUS M5 A97 LE R2.o
Windows 8
1TB WD BLUE
HYPERX black 2x4 ram
212 evo cpu coole
my problem is that when i play csgo my fps averages around 300 and some rounds it stays at around 150ish and after a couple rounds goes back

That's not unusual; some rounds will have more to render than others. 150FPS is fine.
