Question fps drops/stuttering

Hello,

Trying to figure this out for over a year now. I usually play CS:GO / GTA:V, when i'm trying to lower my graphics settings (csgo) it gets even worse, on max settings its almost stable and my fps sometimes goes up n down way too quick and that causes stutter.
Overclocked my ram to 3000, stressed it with memtest86 for like 4-6 hours ( 0 errors), this one helped ALOT but not too long, it took one day and same problem showed up.
Also today i used OCCT program to stress test GPU and the game was smooth with low in-game settings and max GPU usage ._.

PC SPECS:
MB: MSI B450 MORTAR MAX
CPU: AMD RYZEN 5 2600
GPU: NVIDIA 1650 GTX
SSD: SAMSUNG 860 PRO 256 GB
RAM: G-SKILL AEGIS 3000 MHZ
PSU: XILENCE 500 W
FRESH WINDOWS 10 install.

Everything happened when i purchased this new prebuilt PC.
Already changed: PSU, Motherboard (from GIGABYTE A320), SSD, RAM sticks.
With this setup i should easily run CS:GO with stable fps..

That's the answer I was hoping for.

Did you install the drivers also?
Amd Chipset, GPU, Lan, & Audio

I actually did install chipset, gpu, lan drivers. Before windows installation i updated bios to a latest version aswell this helped me to overclock my ram, before bios update i could only get to 2933 mhz. The only driver i did not install was a realtek driver i thought this is what causing a problem, tried playing with driver and without driver nothing changed.

You don't list a hard drive so I assume the game is on the ssd.
You have the GPU in the top x16 slot, right?
Can you check the bios and make sure the pcie slot is set to pcie3 ?
(I'm running out of ideas)
I listed that my hard drive is a SAMSUNG ssd 860 pro.
GPU is connected to right place.

Can you link us to a GPUz screenshot plz?

EDIT: should i still use my 30 e PSU or i should i upgrade to this: CORSAIR RM550x 80 PLUS Gold Modular PSU
