FPS drops when loading webpages

First off I don't know which category this best fits.

So the problem is ever since about a month ago. If I receive a message on Skype, or load a webpage it causes whatever game I'm playing to drop FPS for a brief moment, nevermore than 2-3 seconds. Also my performance hasn't gotten any worse when I'm playing with only the game running. I'm not sure if this has been happening for awhile and I'm just now noticing it, but I feel like that isn't the cause. It all started happening back when Microsoft pushed out some updates back during Christmas I believe. Other than that I don't know what to try. None of my hardware has changed and it happens when I used both Firefox and Chrome. All my drivers are up to date.

CPU: i5 3570k @ 3.40 Ghz
MoBo: MSI Z77A-GD80
GPU: HiS IceQ Radeon 7950
Memory: 16 Gigs 1333 Trident X
Storage: 1TB Caviar Black 7200RPM

Technically, opening a new browser tab or something like that could cause minor FPS dips, but when receiving a message on skype it is a bit odd. If it's windows related, then we can't do much most of the time. If you have a second monitor, try using something like HWmonitor64 to keep an eye on your CPU cores usage. Your CPU might spike up when you receive a message and it shouldn't. Obviously, that would also allow you to keep an eye on your GPU load and see if anything weird happen with that.
