FPS drops while playing games

I mostly play Overwatch and other games on the side. Lately I've been getting random fps drops while playing just about any game. I use the recommended GeForce Experience settings for everything I play or lower them. I recently upgraded my GPU from a 660 to a 1060, but had the issue prior to this.

My specs are:
CPU - AMD FX-8350
RAM - 8GB DDR3
Motherboard - ASRock 990FX Extreme3
GPU - GeForce GTX 1060 6GB
PSU (power supply) - Corsair TX750
256GB SSD and 1TB HDD
Operating System is Windows 10

I looked into what "Cool 'n Quiet" is and supposedly that helps for non gaming related things. Such as when I'm browsing the web. Is there anything else it could be? I have noticed that when I first turn my PC on that if I go straight to playing something it doesn't happen, but maybe in 1-2 hours when everything inside has heated up is when I'm getting the fps drops. However core temp says nothing is overheating. So I'm really confused as to what it could be.
 
The "Cool 'n Quiet" slows the processor down when nothing is using it or the cpu get's too hot,it saves energy this way or keeps the cpu from getting too hot.Since your cpu is at full load should it not slow down so did i ask it to be disabled to see if performance is better then.
This can only be doable if you have a good cooling solution,if not might that be the problem in itself already.Looking in what timescale this happens does it look to be a temp problem.
So what cooler do you use? Have you tried to reseat it with fresh paste? You might need a better one,are you open for that?

What you also can try is playing with the case open,so with the side panel off,see if that helps.
 


I opened my PC like you said and noticed my PSU fan isn't working. Do you think that's just the problem entirely? I've never seen it spin even when I turn the computer on like it should briefly.
