FPS drops with a decent pc

Specs
I58400
Msi z370-a pro motherboard
Asus 1060 6gb
Hyper x fury 8gb 2400mhz
600w evga psu ( can’t remember full name)
1tb western digital hdd

Mainly in games like gta 5 and the division. Now I don’t expect high frames but I get drops to below 10 and they stay for a good 15~30 seconds. My friend has pretty much the same pc but doesn’t get these issues (also plays on higher settings)

Any help would be appreciated

It's because you don't have an SSD, the HDD is simply not good enough to run games anymore.

Oh really? I thought that wouldnt make a difference. I do have an SSD but gta or the division aren't on it. i give it a go then

SSD makes a huge difference in perfomance of PC as well as gaming perforamnce. Agree with adam19255's answer buy a good SSD
