FPS drops with gpu usage in GTA V

I've had gta V for about 2 weeks and I've been getting terrible fps lag which I have not been able to fix. After about 30 mins of playing, (sometimes less) I start getting lag spikes where my fps drops down to like 1 fps for a few seconds and goes back up, and then right back down again and I have to restart. I have noticed that while I am playing GTA on task manager my GPU usage is at about 70% and when I lag it drops to around 9% and then goes back up, my cpu usage is usually around 80%. Now I dont think it is bottlenecking because I don't have a terrible processer, (Processor Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz, 2712 Mhz, 4 Core(s), 4 Logical Processor(s)) I think I may be throttling which doesn't make sense since my GPU temperature never goes above 51 degrees celcius while playing. I have tried cleaning out the dust on my pc, and also my case fan has never worked but I don't think it is the problem. I play on pretty low settings, where I'm using under half of my graphics card's potential, when I could be running on much higher if the FPS drops weren't happening. Does anyone have any ideas? I would love to get this fixed ASAP. I've tried playing on higher settings and for 1 game session I had 100% gpu usage and good fps, but I also had bad input lag. The next day I got on and my GPU usage was back to its normal 70% self, but I'm playing on higher settings now, but I still have my FPS drops.

Specs
GPU: EVGA NVIDIA GTX 1050 ti
Processor Intel(R) Core(TM) i5-6400 CPU @ 2.70GHz, 2712 Mhz, 4 Core(s), 4 Logical Processor(s)
Installed Physical Memory (RAM) 8.00 GB
Total Physical Memory 7.97 GB
Available Physical Memory 3.96 GB
Total Virtual Memory 16.5 GB
Available Virtual Memory 10.8 GB
I believe I have 2 sticks of 4gb of memory
System Model MS-7996
Power Supply: EVGA 400w
My pc is about a year and a half old
and is a cyberpower pc, the only things I have installed in it are the 1050 ti and my SSD
If you need any more information please ask me.
I also can get screenshots of MSI afterburner if needed.

Solution
I know you had the fps drop problem. The problem is from the hardware, like cpu/gpu overheat, RAM, HDD/SSD is full, the drivers ( MB, audio, or gpu), If you did try all the method you can, and only thing will be replace the hardware, or set the game setting in lower setting.

Do you try reinstall the OS/game in other HDD or SSD yet?

My cpu temperature has an average temperature of 50-57 degrees celcius, on all 4 charts in MSI afterburner

This is going to sound dumb but what or where is the psu? Also i have monitored my gpu and cpu temperatures, the gpu temperature is always slowly increasing it used to stick around 50 degrees but now its gotten higher since I;m trying higher settings now the highest I've seen it at is 68 degrees. I forgot what the cpu temps have been at but I can get screenshots of both in a bit.

1) Make sure your CPU is not overheat during the game, because you used the msi afterburner, you can monitor either cpu or gpu temp, usage, etc in the monitor section by setting to "show in On-Screen Display" because overheat will cause the fps drop.
2) gtx1050ti 4Gb is not that strong to play gta v in higher setting, assuming you play the game in 1080p. You may try set to "Normal Texture Quality" to see the fps will still drop or not.
3) Update all the drivers ( audio, GPU, chipset, etc), for GPU driver: use DDU uninstall the driver first in safe mode, then reinstall the driver again.

when I went on higher settings the other day I got 100% usage and no drops for a session but then later my gpu caught up to me and I was back to fps drops

now my gpu usage was higher today than usual but I still got tons of drops, here are some screenshots of useful things while playing gta. This is after reinstalling my drivers

I'm trying some stuff like capping at 50 fps and sysTweak I'll see the results but at the settings on the review higher and ower I got drops in all of them. It's not really about the fps but the fps drops that make the game unplayable.

Solution

Not yet I'll try making space in my SSD. Gta is a BIG game

Start > Settings > System > About > Scroll down to bottom and check version

Shit 1709 you got it right on the nose, is there anything I can do?

Seems like both Microsoft and Nvidia has still no proper solution to this until now. I've ran into your thread because I'm getting similar issue too. You may try to do fresh install on older builds if you're already beyond the 10-day limit for rollback.

One thing that has actually fixed my problem is I go to services and disable and stop all of the nvidia services, which stops the lag mostly, but also glitches stuff out and doesn't let me play some games without nvidia services. In trying out re enabling them, and disabling geforce experience overlay.
