Okay here is the information:
-nvidia GeForce gtx 1060 3gb, i5 7400 , 2x8gb Corsair ddr4 ram , 256gb ssd , 1T hdd , idk what PSU I have, but it has 500w and idk what motherboard I have.
-idle: cpu= 42,44,41,38 and 39 degrees, gpu=46 degrees. Gaming: cpu= 54,51,54,46 and 48 degrees. gpu= 64-72 degrees
-CPU-z = 1064mhz . Taskmanger = 2133 MHz. Idk what you mean with ‘what I have’.
-hardware no and do you mean with software like windows updates and driver updates?

Ok so temps are fine.
The memory speed is fine. I was questioning that because with AMD Ryzen it performs poorly with slow speeds and would cause larger FPS dips.
Have you downloaded the newest drivers from Nvidia for your graphics card?

Also which games are you struggling with? This could just be a limitation of your CPU as a quad core really doesn't perform well with newer games and the 7400 is one of the slower ones from that generation.

I got the latest driver and I normaly play rust. I found that my gpu switched after i got some fps drops to 58 degrees somehow. Could that be my problem? If it is my cpu what do you recommend upgrading to? My socket is lga 1151.

Huh?
As for upgrading your CPU the best that would work on your current motherboard would be the i7-7700K however even used they are very expensive and is usually better off buying a AMD Ryzen CPU & motherboard.

The problem is when i start any game it runs stable and fixed 138 fps and never goes down, after 2-3 hours of playing fps drops to 110 and jumping between 110-120.
No matter how long i play - if i restart the game FPS instantly returns to 138 and same issue happens again after 2-3 hours.
I had almost the same problem before and one guy said to me - turn off Superfetch in windows 10, and it helped (fps started to drop after 2-3 hours instead of 1 hour like it was before, and fps drops became a bit smaller)
I have no idea whats going on, fps must be stable all the time and not dropps... For me it looks like PC collecting Game's cache and after that starts to use this cache and game becomes "slower" with lower fps, i dont have other ideas cuz if i play 6 hours or more and restart game fps will come back for few hours, as if the computer deletes the cache and starts collecting it slowly until it again starts lowering the FPS using the recorded data
Please give me an ideas how to fix it.

Idk what my model and make is can’t find it. Its a prebuilt. The only thing I know is that it powers 500w
I did malware scan and my pc is fine
Ram = 65-70% , ssd= 0-1%, had=0%
cpu = 70-85% max temps 50,47,51,44 and 44 degrees
Gpu = 60%, temp is 65-71
