Fps issues in games!

I was playing crysis 3 yesterday and I check my fps with shadowplay it was in between 30-40 on ultra.
Gaming Consoles play games on 30 fps but it is smooth and 30 fps on pc is just crap.
Why?

I have never found 30fps to be satisfying on computer monitors (TV's may be different). Even if its a stable 30fps, it just looks choppy to me.
60fps is nice, and all around smooth. 144fps is like gaming in an alternate dimension (great thing) compared to 60fps.
Some people insist your eye/brain cant determine the difference between 24fps (most movies) and anything higher. These people are flat out wrong!
Then again, some people can't see the 'flicker' in florescent lighting, 60hz lighting gives me a headache pretty quick.
If you had a steady 30fps instead of a fluctuation around 30fps, this would probably cause it to appear slightly smoother. But if your not exactly at 30fps (or some multiple of your refresh rate), meaning, on a 60hz display, each frame is displayed for exactly 2 cycles, it looks bad, because while some frames are displayed for 2 cycles, others maybe displayed for more, some for less, causing a very visually displeasing experience.
