amd fx 9370 with water cooler running at 4.5 mhz
asrock fatal1ty 990fx killer
evga 600 psu

when i start bf4 it starts at 150-115 fps then when i get in the field it goes to 20-90 fps it goes up and down every 30 seconds

Solution

Monitor temps.

Also you need bios P1.10 or higher.
Hm, that's odd. What R9 290Xmodel do you have? Your chip may be throttling when playing (Maybe it's a defective cooler or broken fan) from the heat which will cause FPS drops and lag spikes. Also, are you playing on a 64 player server? Does your FPS drop when there is an intense battle scene? Are you using the latest drivers? If so, try other ones to see if it's a driver problem. All of these factor into why this could be happening. I'm planning to get an R9 290x this week and if any issues arise I'll be sure to let you know.

Otherwise, it may be defective. How long have you had the card and what games have you played? Do you experience this problem in those games as well?

You have a very power hungry setup, a 600w unit is not enough.

You need at least a 750w quality unit, I would nab a 850w unit myself for that hog.

Downclock everything and see how it runs.

so i down clocked my cpu and gpu and saw a 10 fps increase but it still goes from 110-34 fps no matter where i am in the game so i think it might be my psu but i dont really have much money so if you guys can give me a link to where i can find a good deal on a psu that would help thanks

What's your budget? I personally have an EVGA Nex 750B1 Semi Modular 80+ Bronze power supply. Suits my needs perfectly, the thing is dead silent. If your budget is around $100-120 then take a good look at Seasonic's offerings or yo can grab an EVGA 80+ Gold 850W Fully Modular supply. An AMAZING website for power supply's is Johnnyguru, he has proffesional reviews that give temps, noise levels, and a bunch of stuff for advanced users. He usually grades power supply's and that's how I found mine.

And I couldn't be happier :) Unless of course, you want individually sleeved wires and 80+ Gold with fully modular capabilities and more than 1000 Watts and...well, you understand 🙁

First, I have a really important question. Which brand model R9 290 are you using?
Anyways. Hm, that's not good. A have some more questions for you.

1: Exactly how much improvement with the new power supply? Is it still spiking?
2: When do the FPS drops happen? Highly intensive scenes?
3: How many players are on the servers?
4: What is your resolution scale set to?
5: How much RAM do you have?
6: Do you still have a warranty on your card?
7: Does this happen in other games too?
8: Have you updated your drivers?

If you are playing on a 64 man server with lots of intense scenes such as explosions and what not then that may cause pretty noticeable effects. If your resolution scale is at something like 175 or above that may explain things. If you have less than 8GB of RAM, which I highly doubt, then it may be the cause of the problem. If you still have a warranty on the card I'd say return it as it may be defective. I've seen reviews about fps spikes occurring with people's cards and when they exchanged for new ones the issues were gone. If this happens in other games as well then I'd say definitely return it as it is most likely defective. However, what can cause all of this is drivers. If you have never or haven't recently updated your drivers then your in trouble. Driver updates usually resolve issues like these so check your driver version and update to the latest version, I think 15.4.

Let us know if this helped!

i have a sapphire r9 290x
1.the improvement is it can hold fps for 30 sec more than before
2.it happens every where even when looking at the wall
3.64
4.1920x1080
5.8 gb's
6.sadly no
7.um no not really only in bf4, call of duty aw, some other games
8.yes i think

Alright, so you have a solid system, obviously no throttling. Your best bet would try to contact a moderator on the site, they are usually full of knowledge. But what I would d first is download MSI Afterburner. If you already have it play BF4 for around 2-3 minutes and then check your VRAM usage. Your card may have reached it's limit, though I doubt that for BF4. Now, only 2 more questions.

1: Is your card 4GB or 8GB?
2: Is your resolution scale set to 200%?

These could be deciding factors' the resolution scale has a massive effect on VRAM and if your card has 4GB of VRAM that may be why. If your VRAM isn't being exceeded then definitely contact a moderator and they can direct you somewhere. I don't have much experience with this but I'll help you to the best of my abilities.
