FPS Locked at 60 on gtx 1070

I recently just switched out my gtx 960 for a new gtx 1070. the problem is that whenever I am playing a game it tries to stay at 60 fps so i end up getting around the same amount of frames no matter which graphics card i use. For example, when playing H1Z1: KOTK, on the old gpu i would get roughly 40-90 fps on medium settings depending on where I am in the map. Now with my 1070, I range between 50-70 fps everywhere(this remains true whether i am on Ultra settings or low). I have been looking everywhere but the only thing i can think of would be if there was a setting that is keeping my gpu to under preform. when in game my gpu load ranges from 40-60% but keeps wanting to stay low. I dont think its a bottle necking issue because my gpu usage never reaches 90% in game(although i might be totally wrong for my understanding with bottlenecking). I know that 50-70 is decent but i would rather not have my card that I spent 350+ for drop below 60fps.

Additional info/pc specs:
V-Sync is off
dual monitor(asus 144hz primary, asus 60hz secondary)
the problem occurs for other games like csgo and bf1

GPU: Gigabyte gtx 1070
CPU: AMD fx-8350 4.2 Ghz
Mother board: MSI 970 gaming
Powersupply: corsair cx750m

This is the definition of a bottleneck.

In games, with vsync and intervals off, your GPU should be at 100% load the entire time. It should sit pegged at 100% - generating as many frames as it possibly can.

The fact that you have vsync off, and your GPU isn't at 100% load, means the rest of your PC is preventing it from reaching 100% utilization.

You need a better CPU, maybe you can try OCing?

I did try OC it and it seemed to help a little especially with getting my cpu up to 99% but when i did that my games showed some distorted pixels/screen tear, eventually leading to a blue screen. perhaps i went too far on my OC and should find I medium? i wasnt sure and didnt want to mess with my cpu anymore because im not the best at OC. What do you think i should do?
 


Yeah back it down. It should help get your GPU closer to 100%. But given that even your high OC that caused instability still had your CPU at 100%, which is not good.

We want your CPU below 90% and your GPU at 100%, but that probably isn't possible.

alright thanks i will try that out and see if that helps. Its probably time for a new cpu anyways, so do you have any cpu recommendations that are moderately priced?
 


Not really :(. The lowest you could get away with is like a 6400, with a 6600k being preferred. Both of which mean an entirely new rig, minus your very good GPU.

There is no worthwhile upgrade path for your current AM3+ platform.

rip but some good news possibly: after OC my cpu the gpu load was still hovering around 40-60% ingame like it did with no OC. Could this mean that there might be a different issue outside of my cpu itself?
