I built my rig in 2020 and I am looking to upgrade the GPU from an RTX 2070 Super.
CPU is a Ryzen 9 3900X....any ideas, opinions on what to go with? Looking to spend 600 or less.

For which games/resolution ? Any latest GPU for $600 would be many times better than Rtx 2070 but you nay need more power than what your PSU provides so you may have to count PSU in the price. GPU prices are all over the place so it depends where you are and availability.

Depending, you could go the route of a 9060xt 16gb or 5060ti 16gb which should leave close to a couple hundred in the budget, then pick up a 5700x3d as a final upgrade to your board if your board supports it. If memory serves, those cards are close to a 6800xt for raw performance which is great considering their pricing, but of course better upscaling and frame generation.

I feel the only issue with the 5060ti is that if you are on a b450 board with PCIE GEN 3 you will be limited to an x8 interface. B550 and PCIE 4 then no significant concerns. 9060xt no concerns.

Fully agree on a 5700x3d if possible as uplift and general system balance would be better.

PSU and current RAM speed however need to be clarified i feel
 
For $550-600, I'd be looking at getting a Rx 9070 non XT with 16GB VRAM or RTX 5070 with 12GB VRAM. Although, with the RTX 50 series Super refresh likely coming in Q4 this year, I'd personally be holding off the upgrade to see where prices land on the 5070 and 5070 Super with 18GB VRAM, but you could also argue that it likely wont be much more than a $50 drop in price on the 5070 and probably cost $650 for the Super.

Also, with 5700X3D prices creeping up steadily as supply runs out, I think it makes more sense to hold off upgrading on an AM4 motherboard, and instead save or budget for an upgrade to AM5 with a Ryzen 7 7700x or 9700x. I'd still be looking at something as powerful as the RX 9070 though, because that is over double the performance uplift of your RTX 2070. It's like 2.25-2.5x the performance uplift.

This is also a very good option. You would have to put up with the cpu being the limiting factor for as long as it would take to save for the platform overhaul but that would subsequently be unlocked down the line.

We still need to understand the PSU situation i feel as this will have a huge influence on what the best way forward is. Knowing the memory speed and latency is also going to dictate the next steps really as if the memory needs an upgrade then AM4 is just not viable
