mobo sabertooth 990fx (not r2 or r3)
win10
my fps is from 80 to 120
i think is solid pc and should run 300fps on 4year old game

CS:GO can be a bit CPU heavy and it runs on an older engine that doesn't scale well across large numbers of cores, putting your FX 8350 at a disadvantage, as its per core performance isn't all that great compared to Intel processors. You can monitor your CPU and GPU usage while playing, if one or two of your CPU cores is maxed out and your GPU usage is low, then you have a CPU bottleneck. All you can do to fix that is try to overclock, which won't help you much, or upgrade to a better CPU.

If you are GPU bound and not CPU bottlenecked, then lowering settings can help, in which case do what all the other CS framerate junkies do and play the game at low settings at 1024x768. If you don't have a 144Hz monitor, then the visual tradeoff likely isn't worth it.
