I have been struggling with this issue for years and I recently decided to tackle the issue at hand. I have a built PC (not by me) and I always had frame issues (thought it was because I had a GTX 750ti and it just wasn’t aging well). So I decided to beef up my system with a GTX 1080 FTW 2! Well, I noticed I still had frame rate issues where even a game like League of Legends would only run about 30 FPS but then tank to 0 and then back up, and it would constantly happen. In disparity I talked to a computer engineer friend who said it could be a failing hard drive. So I upgrade to a Crucial SSD 1 TB about a week ago alas, still having the same issues. I even went as far as to reinstall Windows 10 and update the BIOS (as EZ install refused to register it needed an update). I will list my specs below as well as try to include photos of the MemTest86 I did to test the processor and ram (which all came back without errors). I also have audio stutter when the FPS stutters.

Managed to solve this one

in a fit of rage I ripped out all of the internal components and found I had a broken connection that was draining power and causing the machine to over heat. Removed the cable and now I have 149 FPS and no stuttering.
