Question fps stutter with good fps

ive been getting a lot of sttuter while gaming i dont really know what do to ive checked my GPU and motherboard drivers they all are updated to the last version, i also used msi afterburner and saw that non of my specs are getting more than 90% usage except my GPU.

specs:

i7 9700k
32gb ram @ 3600
RTX 2070 Super
Samsung Evo Plus 970

1. What games are you playing?
2. What is the resolution and Hz of your monitor?
3. Is your monitor G-Sync compatible?
4. Do you have V-Sync set to on, off, or fast?
5. What is your power supply model and age?
6. Is your CPU at stock settings or overclocked? What cooler are you using on it?
7. What motherboard are you using? Have you checked in the software to ensure your RAM is actually running at 3600 MHz?

Nah bro it's all good it's fixed. I just removed nvidia latest driver version and installed an old one
