Frame dropping on dying light

Forgive me if i am posting this on the wrong subject but I have a question on hardware usage and fps. I have just started playing dying light and i put all settings to max to see if I could my frames stay at 60 if im in a building or something but drop when running around. Now not at any time has my cpu, gpu or ram went to 100% usage and im wondering if a gpu is at 85% is it still possible for frames to drop or is something else dropping my frames.

Scenes take different amounts of time to draw. It simply depends on how much stuff has to be drawn, and how long the video card has to wait for things to arrive from the hard drive or SSD.

In a perfect world, every video card could draw out any scene in exactly 1/60th of a second. But we do not live on a perfect world. And no video card on the planet can draw every single scene in every single game at 1/60th of a second or less. Obviously, $1000+ video cards can do it more often than a $99 video card, but the point is that we ask our video cards to process incredible amounts of data to generate each and every frame, and sometimes, it just takes longer to get all of the pieces together to complete some frames. And when that happens...
