Frame Issues with the GTX 980

I recently just finished building my PC, everything seems to be working correctly but when I start up games like CS:GO my frame rate is only 60fps at best, the rest of the time my frames are jumping all over the place but are caped at 60, is this an issue with my GTX 980Ti or is it another problem?

Have you done any monitoring with MSI Afterburner or EVGA Precision? Make sure your gpu is running at the correct clockspeed. I've run into driver crashes that can nerf my GTX 980ti to 500mz.

Well I set the setting in afterburner to max and now my computer freezes up after startup
I was able to fix it in safe mode, but I guess I really don't know what I'm doing

I downloaded the evga and it looks like my clock speed is running normally, still getting frame issues and drops

Try disabling "Wait for Vertical Sync" under video settings.
