Frame Rate Drop

Hello,
I am experiencing massive frame rate drops in all games (Battlefield, FIFA, etc.). The FPS will drop from 150-20 and hold low. I have stress tested the CPU and GPU individually and found no inconsistencies. I checked the hard drives for errors and found none. I also ran a memory test with no errors. The power supply appears to not be faulty when I checked the voltages from the bios of my MSI motherboard. Does anyone have ideas as to what I should do next?

PC specs:
i7 6700k
MSI GTX 1070
Crucial SSD
WD HDD
 
Temps are in the normal range and CPU usage does not appear to be overloaded. How can I check the usage on GPU?
 
This is the first time I have noticed such high CPU usage. This was while running the Battlefield 1 Open Beta.

It is in all games.
 
Now I am thinking that I am CPU bound. But I shouldn't be. Why would the programs be using CPU instead of maxing the GPU?
 
Is your computer case open? Can you see the video cars fan/s spin? You should be able to see and hear them spin up when gamming. From the pics above it does not appear that your video cards fans are spinning (0 RPM)... or it could just be a bug in HwMonitor but I though I would point it out.

Is your motherboard BIOS current? If not update it. BTW what is the make and model number of your MB?

If you have access to another power supply try it and see if it makes a difference.
