Question frame rate drops

my friend helped me build my computer a while a go and it should be running fine but i constantly get frame drops to 15 and under fps in almost every game i play. i have no idea how to stop this, i have tried lowering the graphics settings, bit of a noob when it comes to computers.

Kingston Hyper X Fury HX316C10FRK2/16 16GB (2x8GB) Red
Gigabyte GeForce GTX 770 OC Edition 4GB
ASRock 990FX Extreme3 Motherboard
CoolerMaster Hyper 212 EVO CPU Cooler
EVGA SuperNOVA 750W G2 Gold Power Supply

did you do oc on the cpu? are your temps ok? you should check your cpu clock in game and see if you have any substantial drop. it may be the vrm of your mobo, if they get too warm they will cut the power to the cpu in order to cool down
