frame rate issues

i used to have around 200 fps in bo3 and suddenly today it dropped to around 60 at every setting i tried.

why is this and what could solve this.every other game runs like they used to.
pc specs: i5 6500, gtx 960 4gb, 8gb ram 2133mhz.

i tested that the resolution that i play the game in caps at 111fps in the main menu and when i change the resolution lets say to 1920x1080 it caps at only 45!

did you install any software made any changes to game settings.is that multiplayer or single player.
