Frame rate problem (weird)

Hello everyone...

Well, this is an issue that I've had for a few days now and it's really starting to get on my nerves. Basically, I factory reset my PC a few days ago, and everything was running great. Frame rates were high, things were loading fast, etc. For example, I open MW2 after I reset the PC, and I'm running smooth and everything is good. Another example being Minecraft, I run 400fps regularly. But then, once I have installed the software that I use (Discord, Steam obviously, etc.) my performance drops especially in Minecraft. I drop from 400 like I said to 100. I'll give you a list of everything I have installed on my PC as well as my full specifications. Good luck.

*EXTRA INFO*
-I haven't changed any windows settings, aside from the power plan and simple things like that.
-It's not a virus, I've done multiple scans.
-I've tried disabling Game DVR even through the registry editor.
-I've only installed 1 app from the store, Xbox One SmartGlass.

I was wondering if you tried removing the the software after which the performance dropped? Also, did you update the graphics driver after installing the software? Doing so might help. If the graphics driver is already updated, rolling it back to its previous version might do the trick.

You may also consider removing the graphics driver from your PC altogether, downloading it from its vendor's official website, and then installing it from the scratch.

Hello,

I have tried removing MW2 but not any other software, I will try that. However I kind of need those pieces of software. I don't see any of the software I have installed being the problem, but I will try it. And yes, I have updated my drivers and downloaded the original driver from the AMD website and installed it using the Catalyst software suite.

Forgot to mention, I swapped my hard drive out for one with Windows 7, and it works like before, however I would wrather use windows 10
