Frame Rate Unmoving at 165

My frame rate doesn't fluctuate at all when playing games, and this seems wrong. If i set it to 165Hz in the nivida control panel, it will stay at 165Hz always. It will never go down to 164Hz. If i set it to 144Hz it will stay there and i cant change it on my monitor.

It sounds like you are setting the refresh rate, not the frame rate. Can you double-check please?
