Frame rates lower than expected [980ti]

I recently got passed down a EVGA 980ti SC; I am concerned with one thing. I was getting better FPS with my previous card HD7850 which shouldn't be the case

Listed below is my rig as of now:

Mobo: GIGABYTE 970A-UD3P
CPU: AMD 8350
RAM: 16GB corsair vengeance pro
GPU: EVGA 980ti SC
PSU: EVGA 650W G1

Any help would be greatly appreciated as I would like to get to the bottom of this.

Well it doesn't look like a CPU problem. I mean it's bottlenecking, yes, but without reason. You should be getting much higher FPS with the 8350... Frankly I'm out of ideas here. All I can tell you is play the game at max and enjoy the 90 FPS, you don't seem to have any other choice. Just make sure that Vsync isn't on in the game, as well as in Nvidia Control Panel. And try overclocking your CPU higher - those temps show me there's still some headroom for OC. You can push it to 70C under load, might get you a handful FPS more(~5-10). Other than that, I'm clueless as to what's the problem here. Maybe the 980 Ti isn't working properly? I really don't know.

I'll try furthering an overclock; I have to say I really don't know either. I was starting to think it is something to do with the game itself seeing as I can run more demanding games on higher settings with no problems while still being able to pull the 120fps for my monitor. After reinstalling my drivers one last time and even the game itself it didn't help at all; so like you I am out of ideas. Maybe it is the card, not a clue.

A 7850 will run LoL fine. FX CPUs arent all great in that game, but check to make sure you haven't set an GPS limit in the games video menu. There is an FPS cap in the game.

Maybe you hit that bug in Windows 10 Creators Update? Some cards are known to make fps problems with the Creators Update and there is no fix still. If you search the web, you will find a lot such reports.
