Framerate drop when upscaling to 4k

i recently bought a 4k - 65" tv as monitor for my pc, everything run fine, at 4k the tv refresh rate is 30hz. The only problem is when i played movies on 4k the framerate of the movie drop considerably . Im a huge movies lover so this really upset me, can someone pls help me

My computer spec
i7 4790
Gtx 970
16 Gb ram
 
also gaming is effected by it, but only a little and hardly noticeable, even tho games was set on 1080p , the framerate indicate at 60fps all the time, and only used up 1k ram ( the gtx 970 have 3.5k ram )
 

It should, yes. A 1080 most certainly can maintain a 30 fps movie stream.
 
Hang on guys, he is talking about movies, not games.

Also, a 970 should be powerful enough to stream play 4k movies, but it might depend on the encoding.

I can play back 4k/60fps movies without issues on a single 970.


Gaming it's a different issue, depending on the game, as well as the level of detail you want it, 1080 isn't enough to sustain 60fps at max setting in certain games (TW3 for example), so you will have to turn down the most demanding details for it to work.
 
the thing is at 4k , the refresh rate is 30 hz not 60, also i can play game like warframe or borderland 2 at max setting at 1080p at ease when using a normal monitor. im thinking about may be the hdmi cable im having now not support 4k ( hdmi 1.4) .
Let me update my situation, i just realize that everything effected, even youtube, its more like a spiking than framerate drop
 
HDMI 1.4 specifications support 4k, if only @ 30/24hz, depending on horizontal pixels (30 for 3840, 24 for 4096).

I tried HDMI 1.4 on my 4k monitor (BL3201PT, which only has HDMI 1.4), I was unable to reproduce the framerate spikes.

Did you try to enable V-Sync in the movie player?
 
i swap the old cable ( DVI to HDMI 1.4 ) with a 2.0 HDMI , theres no spiking anymore but another problem arise, whenever there a scene with fast moving objects or camera, things around object got a bit pixeled, my thought is the hardware cause this either the Tv or the graphic card
