Question Framerates oscillating between 20fps and 70fps every couple of seconds ?

[UPDATE] I appear to have resolved the issue. When collecting spec info in HWInfo per Ralston18s query below, I noticed that the GPU thermal limit was set to 80C. I downloaded Asus GPU Tweak and increased it to 87C and it appears to have resolved the issue. It seems like a Razer update dropped the thermal limit on my GPU, which is why the issue appeared seemingly out of nowhere.

I have a Razer Blade 15 Advanced model with an RTX 3070 video card. I have been playing Escape from Tarkov for the past year or so with no issue but recently have begun experiencing severe framerate drops every couple of seconds.

Tracking on MSI Afterburner, I can see that the framerate drops coincide with drops in power to the GPU (79% down to 34%), FB usage (83% down to 35%) and memory clock speed (6000 MHz down to 800Mhz). It looks like thermal throttling, but the GPU temp is a pretty steady at 78C. Any idea what could be causing this?

Specs:
System: Blade 15 Advanced Model (Mid 2021) - RZ09-0409 (purchased new so all hardware is original to build)
OS: Microsoft Windows 11 Home (x64) Build 22621.1105
CPU: 11th Gen Intel(R) Core(TM) i7-11800H @ 2.30GHz
RAM: 16gb DDR 4 SDRAM
HDD: Samsung SSD - NVMe CA6-8D1024 (1TB with 375GB free space)
Power Adapter: RC30-024801 (original to build), 230W, 1 year old and in good condition
