Description of Original Problem: Just installed a Ryzen 9 5950X, 64GB of RAM (from 16GB), and an AIO cooler (Corsair iCUE H150i Elite CAPELLIX XT for reference). Prior to install I was getting a very steady 60+ fps in Diablo 4, and 88-90 fps in Last Epoch. I was using Adrenalin Edition 24.2.1 and had not flashed my BIOS since I bought my pre-built computer (https://www.newegg.com/abs-ala222/p/N82E16883360019#, have since upgraded the GPU and PSU to the above). Flashed BIOS to most recent version, B45CS304, updated drivers to AMD Adrenalin edition 24.3.1, proceeded with install of CPU, RAM and AIO. Since install I've been able to use my PC for day-to-day tasks with no issue such as browsing the internet, Spotfy, etc. However when I boot any games up (Diablo 4 and Last Epoch were main examples) I was able to get 120 fps (I use a 120hz 4K TV as a monitor, and have it set up as a PC monitor), even sometimes as high as 200+ fps (according to Adrenalin) while adjusting Adrenalin and/or in-game settings. My GPU utilization quickly (10 seconds or so) rises to 100%, my fps drops to 15-20, and then the utilization dumps back down. It's very cyclical. This is happening in every game that I have tried, even at Medium settings (Ultra/High/Medium does not seem to affect it). Before installing the CPU+RAM+cooler, I had no issues with frame rate drops and was running the 6800 RTX with the Ryzen 5 3600X and 16 GB of RAM without issue and getting a steady 88-90 fps in Last Epoch on mostly Medium settings; similar on Diablo 4.
Troubleshooting: Working with multiple friends on this. I flashed the BIOS to the previous version, B45CS919 (which I still am currently running at this time) and it did initially seem to fix the issue. I then restarted and things were right back where they started. I've switched from the Auto timings setting to the XMP profile. This has helped a small amount but I still have the issue. Another friend thought maybe temperatures were an issue, but my CPU is only around 57-63C when this is happening and my GPU is a pretty static 72C, so the heat doesn't seem to be the issue (but I do plan to add some new fans into the case now that I have a new setup with the AIO, but this issue needs addressing first). I then did a fresh driver cleanup with Device Driver Uninstaller and re-installed the latest drivers to no avail. I then did another clean with Device Driver Uninstaller today and updated to previous version 24.2.1 (what I'm currently using). I unplugged and checked the connections and my GPU is fully connected. I've checked all connections in my PSU and they are set. I disconnected the AIO pump from the CPU, and while the thermal paste connection was decent, I did add a tiny amount extra. I just upgraded to Windows 11 today to no avail. I installed Ryzen Master and ran the CPU Core Curve Optimizer for all 16 cores, and even set it to the Auto-Run at slight Overlock. At this point I am concerned I screwed something up while trying to clean the case and my messy install (did not realize the AIO was going to have to be a face-install on the case, dust maybe got in the GPU?). The very worst case scenario is that I have to upgrade to another GPU - I just upgraded to the 6800 in August of last year. All of my computer-savvy friends are running out of ideas at this point. One friend plans to bring over his old 1080ti tomorrow to test if it runs with that setup at all, but wanted to see if there were any other ideas in the meantime.
