Question Frametime Spike causes stutter while gaming, can't solve it ?

Hello, making this thread to find some people smarter than me that can solve this issue for me.

Here's the barebones issue.
Frametime Spikes.

I'm not new to computers so I'll try to explain this as intelligently as possible.
I also dealt with this issue on a Gaming Desktop PC I built so I'm not new to this issue.

This is a brand new G733PZ Asus Rog Strix SCAR17 gaming laptop.

CPU: AMD Ryzen 9 7945HX with Radeon Graphics, 2501 Mhz, 16 Core(s), 32 Logical Processor(s)
GPU: NVIDIA GeForce RTX 4080 Laptop GPU GDDR6 @ 12GB (192 bits)
RAM: Installed Physical Memory (RAM) 32.0 GB
OS: Windows 11

Here are some examples. Note, the stuttering is not huge, it can be quite minute at times, while at other quite noticeable. I can run more tests if needed.

What seems to be happening is I'm getting a spike in Frametime which is then causing a stutter but there's not a huge drop in FPS, which is what's a little confusing, I have tried all I know, I don't know what else it could be. Are there any suggestions for this?

Things I've tried:

  • Resetting Laptop and launching the game off a clean wipe.
  • Messing with all Nvidia Control Panel settings.
  • Capping framerate with Nvidia and RTSS.
  • Messing with in game settings, disabling and enabling DLSS, VSYNC, GSYNC Etc.
  • Adjusting fan speeds to keep components cooler.
  • Unplugging anything USB.
  • Running through multiple benchmarks to make sure temps of components are good.
  • Updating BIOS.
  • Clean Driver Install.
  • Older Version of Driver installed using DDU.
  • Different settings in ArmoryCrate, Performance/Turbo.

In the picture that is attached, I have RDR2 Capped at 70 FPS using RTSS, so that keeps the frames stable, yet I still get these frametime spikes which will cause these small stutters.
Any suggestions welcome.
This is a 3k Laptop so I feel like it shouldn't be doing this.

check the temperatures while spikes occuring

use drivers delivered by ASUS on the support homepage
I've already tried using DDU and reinstalling the drivers on the ASUS homepage and that seemed to do nothing. So right now I'm up to date on drivers, just wanted to see if it would do anything.
But here's a video of RDR2 with RTSS limiting my FPS to 70FPS to keep a stable frametime, but as you can see in the video I still get it. Let me know what your thoughts are. I also went into ArmoryCrate and adjusted the CPU fan speeds to keep it cooler while I play.

Ran user benchmark, for some reason it keeps saying missing GPU, looked it up and tried it several times, not sure what the issue is there. It detects it, but once it gets to the GPU test portion it starts for a second then skips to the next one.

I checked windows integrity and restored it.
I will be doing the memory test next but memory seemed to be working fine according to the benchmark.

Just so I'm clear I should be doing the clean boot then attempting to run the game and check to see if any stuttering frametime spikes occur correct?
