Recently I decided to try to record with Fraps, but when I try recording it cuts my FPS from 150ish down to 30-60.
I am playing on an SSD, but am running fraps and recording to a seperate HDD.
I am recording @ 1080p30fps.

My specs are
Windows 10 x64
CPU: AMD FX-6300
RAM: 8.00GB Single-Channel DDR3 @ 665MHz
MB: ASRock 970 Extreme3 R2.0
GFX: 2048MB ATI AMD Radeon R9 200 Series
Storage: 476GB Crucial_CT512MX100SSD1 + 931GB Seagate ST1000DL002-9TT153

I have another suggestion. Try Plays.TV. It records very well with no visible impact to FPS. It's the same recording software used by the AMD Gaming Evolved app, without all the bloat.

Fraps is an obsolete recording program. It hits the performance really hard.

You should try Open Broadcaster Sowtware (OBS). Depending on what/how you want to record, it may take a while to set everything up. I suggest you try following some guides on YouTube on how to do that. OBS is probably the best choice here, to be honest.

You might also wanna try MSI Afterburner or Dxtory. Again, YouTube tutorials/guides will help you set everything up and ready to go.

Any kind of recording will affect your FPS. Some just don't hit that hard.

I already use OBS to record/stream, but I have been told by many people that fraps provides better quality footage, so that is why I am trying to get this to work. Are the other two that you listed similar in quality to fraps?

The quality issue is because they didn't try to setup OBS right.

Something you can do is uncheck the box in fraps under the movies tab that says "Lock frame rate while recording". This could be your issue since the setting does exactly what it says it locks your frame rate to whatever fps you have set in the "video capture settings" area. You can also set your own desired frame rate below the 30fps option. Setting your own desired frame rate will allow your recording to record at that frame rate as long as your computer can handle it. The issue of low frame rate while using fraps was an issue for me because whatever frame rate fraps was recording at was also my frame rate in game until I realized they had the option to record at whatever frame rate you want.

Also in my opinion fraps is a pretty simple and good recording software. You can record very high quality and clear videos. Down side is not being able to change file type to something a little less large in terms of file size. However the large file sizes can easily be decreased with a little rendering in sony vegas.
