freezes on Skyrim

Hello guys ! actually I have a problem with Skyrim:an important freezes in cities. In Markhart it's normal because it's very demanding (I have 28 fps for the lowest) but it's still playable. But i have this freezes in whiterun,solitude or riften (24-25 fps...) and also in other places in the wilderness.
My PC:
-FX 8320 @ 3,4ghz,Sapphire HD 7870 2go no OC and 8gb ram,asrock 970 extreme3 and a Akasa venom power 550W. My OS is W7 64bit,and I have the latest AMD drivers. I tried a lot of solutions in the web and these freezes still present.

Let me know if you're running an ENB or other demanding mods.

Skyrim has Vsync enabled by default (iPresentInterval=1 in your SkyrimPrefs.ini) so if you're anywhere below 60fps, it automatically goes to 30fps to sync with your monitor.

Set iPresentInterval=0 to disable Vsync, but you should turn on Variable Vsync or another framerate-limiter (RivaTuner) because the physics engine messes up bad if it goes over 60fps.

I'd also suggest sticking with 4xMSAA or just FXAA to keep your framerates higher.
