Fresh install of windows black screen

I recently re-installed windows 10, which ran all fine. After a couple of reboots I would get a black screen with a mouse cursor. I have reformatted 3 separate HDDs, re-installed win 10 3 times and win 8 once and still get this black screen. The only way I can boot onto my desktop is if I boot into safemode and click restart from the start bar. Starting up from a cold boot simply does not work.

EDIT: I noticed the problem after installing the latest AMD drivers, 16.7.2. I tried 2 other versions and all did not make a difference. Uninstalling the AMD software seems to fix the black screen problem, but now gives me a useless gpu

Possibly a fried GPU. My sons 7850 does the same thing. I bake it, and it fixes it for a few months, and then he gets the black screen again. He only gets the black screen after installing the AMD drivers.
