I just recently finished my pc build and now I'm stuck in a boot loop. I'm using my old hard drive, not thinking it'll be and issue. Any help will be greatly appreciated.

All parts are new

Specs are:

GPU: RTX 3060
PSU: EVGA 750 BP
CPU: Intel I7-9700k
RAM: 2x Corsair vengeance pro 16gb
MOBO: GIGABYTE Z370M DS3H

If you disconnect the drive and leave USB media out do you boot into BIOS, or a hit a key to continue type message?

It is of note that the 3xx chipset is going to be native to 8th gen CPU, so it is within possibility that it needs a BIOS update. edit - you would need F11 according to this:

No it won't boot longer than a couple seconds, and its weird because the ram will light up and turn off, but the fans will stay on and consistent.

So should i get a whole new MOBO then or is there a way to get it to hopefully boot long enough to get to the BIOS screen.

TBH the best course of action would be to consider if you know an enthusiast or a mom and pop shop that might have an 8th gen CPU on hand to check for proper operation and update the BIOS. There is no easy answer to the 'return and get another' because there isn't really a native chipset to 9th gen. It might be possible to work that out by way of revision of the motherboard but at this late a date I cannot imagine manufacturers wishing to bend over backwards over questions about a board and CPU that are aged at this point.

You could try to find the cheapest "Pentium" or whatever 8th gen and check for yourself.

What's your understanding of a boot loop? Boot looping would commonly show symptoms of system and fans continuously starting up and down until finally turning off. Since your fans remain on, it seems it's not boot looping, it's finished it's boot cycle just no display. Possibly it's either cpu support with bios revision punkncat pointed out or maybe something simple as where the video cable is? Is monitor connected to graphics card or motherboard?
