This GPU had a power surge and no longer displays anything to the screen. After opening and removing the fan the black boxes in the image appear burnt. Are these fixable and if so does anyone know the name of the components.

Unfortunately, not repairable.

Likely there is other unseen damage even if the visibly damaged components could be identified (schematic needed) and replacements found.

Replacing involves de-soldering the damaged components and soldering in the replacements. Either action or both could cause further damage.

However, just for the record, what was happening or otherwise going on when the surge occurred?

Before doing anything the objective should be to prevent further surges. You could lose more than just the GPU.

It was just under heavy usage when the PC crashed to a black screen which said that a power surge had occurred. The fans on the GPU still work and when it's plugged in it shows in device manager but the moment the display is switched to the GPU the monitor returns no signal. Not too knowledgeable on power surges but there aren't any other plugs that are connected nearby. The only thing I can imagine being the problem is the horrible weather recently but I'm not sure if that can even be the cause. As of right now the rest of the PC is fully functioning and has been for the past day or two since the surge.

While replacing visibly burnt-up parts is easy enough, the question is how much more non-obvious damage is there to fix? The charred components here appear to be inductors based on the Lxxxx designations on the silkscreen. Inductors have practically infinite lifespan as long as they are run within specs, so unless they have a manufacturing defect, they are one of the least likely things to fail and the true problem(s) lie elsewhere.
