Friend looking for upgrades

I have a friend that is looking to upgrade his old system. He is planning on getting a new CPU, motherboard, and RAM (if necessary)

Currently he has an old LGA 2011 system that the motherboard died on and cant find a replacement that will work so he is just going to buy a new CPU and Motherboard. He does a lot of sound editing so I was thinking an i7. No overclocking either. Are the Skylake processors any better at this than a Haswell would be? If he picks Haswell he can keep his old RAM. Also wants 16gb of RAM. Motherboard doesn't have to be anything fancy since he isn't overclocking.

His budget is $550.

I was thinking i7-6700 or i7-4790. I don't really have any ideas what would be a good motherboard for this though. He will not be overclocking though. And if Skylake is going to be that much better for him (enough to justify new RAM) I would need a recommendation on what would be best.

First of all even a 4820k is better from I7-6700 so its not worth so much for upgrade. But if he cant find any motherboard he can take something like this
It doesnt matter if he not going to overclock the CPU 6700k got higher clock from non-k anyway in base clock.
