Question Friend's PC won't POST, it's showing VGA debug LED on the motherboard ?

Heya all! Just wanna ask the problem my friend had since yesterday.

The specs are :
Mobo: MSI B450M Bazooka Plus
CPU: AMD Ryzen 5 2600
RAM: HyperX Fury 2x8GB 2666MHz (said he OC it to 2933MHz CL16)
GPU 1 tested : NVIDIA GT 1030
GPU 2 tested : AMD RX 6700XT
PSU: Cooler Master MWE 750 V2 750W 80+ Bronze
I don't know his SSD or HDD


The problem is :
Yesterday his PC went blank and cannot boot at all, we talk together and check the VGA debug LED is turning on.
I tried to guide him by resetting BIOS (jumper), clearing CMOS battery (removing), re-seating RAM and re-seating the GPU with no result.

Does anyone know how to fix this? Is it because the Power Supply or even the Motherboard itself having a defect on PCIe lane?
He bought the motherboard around 3 months ago, second-hand but the problem occured yesterday, everything was fine before then.
