from 30Mbps to .5Mbps download speed (PLEASE HELP GUYS)

i recently yesterday 5/2/2015 i upgraded my Gpu and now im getting this weird .5Mbps download speed. I cant watch youtube, cant really play games, cant really do anything i used to.

the day before i had 33ms ping, 30Mbps download, 5Mbps upload

now its 36ms ping, .63 Mbps Download, 5.35 Mbps upload

Motherboard
ASRock 960GM/U3S3 FX (
Graphics
DELL E198WFP (1440x900@75Hz)
4095MB NVIDIA GeForce GTX 770 (EVGA)
Storage
931GB Seagate ST1000DM003-1CH162 ATA Device (SATA)
Network
TWC- 30Mbps Download, 5Mbps Upload
(connected wired with powerline adapter).


note: all of my other computers are running fine at the respective speeds as it should


 
Someone recently had a similar problem and also had an ASRock motherboard with XFast LAN. Disable XFast LAN and see if that works.

It sounds like it attempts to cut bandwidth down to almost nothing while attempting to keep latency low. Great for people that don't know how to control their own computers.
