Frozen motherboard splash screen unless graphics card is removed.

I got a new cpu cooler ( cooler master hyper 212 evo) but once i installed it, my motherboard makes one beep and the screen gets stuck on the motherboard splash screen and i can't press anything to alter the screen but if i take out the graphics card (msi gtx 770 twin frozr 2gb) and use the onboard graphics, it works fine. My motherboard is a msi 760gm-p34(fx) and my psu is a evga supernova 80+ bronze 750w. As well, last month, the gtx 770 got fried and i sent it to msi and they fixed it. I've been trying a lot of troubleshooting tips from this website for the most part to fix this but nothing has worked.

I've tried things like:
removing motherboard battery
resetting the cmos jumper
reseating gpu
unplugging psu and holding down power button for thirty seconds
holding down reset button for thirty seconds
updating bios
setting bios to defaults
cleaning pcie slot
taking out one stick of ram at a time
disconnecting sata cables
swapping psu cables
...
I think i missed a few things but that's the majority of troubleshooting I've done, if you think this means the gpu is fried or you know of any other troubleshooting tips, please comment!
 
It actually sounds like the 12V rail of the PSU might be doing funny things to the Video card. Try swapping the cables that feed the GPU and see how it goes.

Plus, make sure the video card is properly inserted into the PCIe slot.

In any case, the booklet of the MoBo usually brings what means each "beep" you hear when booting the computer. You could also try getting that information for yourself.

I have the latest drivers from what i know, if you're referring to my backup card, it's a different model, and i don't have another system to try the card in at the moment.
 


I made sure it was inserted into the pcie slot correctly and i swapped the psu cables but it made no difference. Although, I went into the bios with the onboard graphics and disabled the full screen logo option and now i get this screen, a beep, and nothing else.
 
I guess you also upgraded the BIOS and all that, right?

The nasty option is the PCIe slot or bridge is damaged or something like that. If you tried cable swapping and the Video card works fine, then the only possible culprit is the MoBo.
