Question Frozen windows 10 media tool

. So 2 days ago I built my first ever PC. I downloaded windows media creation tool, and got unactivated windows 10 pro. After that my pc restarted, and when trying to load, it freezes in a screen with a blue microsoft logo and spinning dots which stop. I have tried downloading it multiple times on different computers, but nothing works. I also tried putting it on my hdd instead of my ssd, but i get the same problem. Ive tried reseating my RAM and replugging both my nvme ssd and hard drive. I can also access the bios perfectly, and all my fans spin. I can still move my mouse on said frozen screen. I even waited about 3 hours but still nothing happened. I have tried entering in safe mode, but I get a prompt staitng something along the lines of "we had trouble entering windows in safe mode."Im sorry if I missed anything (feel free to ask questions) but im really stressed out that nothing seems to work. I really need any help.

Are you disconnecting all other drives asides the boot drive when installing Windows?
I would recommend you repeat the process following this guide exactly:

I did exactly what it said, but it still didnt work, do you think it could be an issue with one of my parts? The bios still recognises eveything

Check first page of bios for version, latest is 2704
grab latest bios for board, given it was released a month ago - https://www.asus.com/au/Motherboards/ROG-STRIX-B450-F-GAMING/HelpDesk_BIOS/

I have seen old bios versions cause similar.

What stage of install were you at when it restarted? had it gone through the account set up stage? had you got to desktop?

Win 10 needs to restart at one stage in the install process where it swaps from running on USB to HDD, was it the 1st restart where it got stuck?

what are specs of the PC? What is a parts listing?

Just got it to see if there was a priority boot menu but Asus don't seem to use that.
