First problem with your post is there is no SY-P4I 845P5, so it must
be the SY-P4I PE or the SY-P4I 845PE V.1 or the SY-P4IPE ISA? To find
out look on the motherboard between the PCI slots and it will be
printed on the board in white.

Next you say you have a Celeron 2.7 but there isn't a 2.7 Celeron or
CeleronD. You say you have a 350w powersupply but is it an ATX power
supply or ATX12V power supply. The P-4 based boards require the ATX12V
power supply. The difference is that it has two connections for the
motherboard, it has the standard 20pin connector the ATX power supply
has and an additional square 4 pin power connector.

When you turn on the power you hear no beep, do you have the case
speaker wires connected to the right spot? Your getting some power to
the board if the cpu fan is running. So fisrt make sure that speaker
connection is correct. Second make sure your square four pin power
cable is connected to the motherboard.

Next make sure your agp card is a 1.5 volt card, older ones were 3.3
so if your using an old video card it could be a problem. Also make
sure the card is firmly seated in its slot. They go in very hard
usually makes two pops as it locks in.

Vince,

Your Celeron 2.7 is a discontinued model thats why I didn't think there was
one. The Radeon 9200 is a compatable card, the video card must be AGP4X to
be used on this board and your Radeon 9200 is rated 2X,4X, and 8X so thats
not a problem.

Your not going to hear beep codes unless you have a case speaker connected
to the motherboard. Headphones won't work because they require the onboard
sound to work and it doesn't till after you get the operating system loaded
and the sound drivers loaded. I don't know what case your using but most
have a speaker built into the front of the case with a flat four pin
connector that would be plugged in to the motherboard in the lower right
corner of the motherboard, in the group of pins where you connect the power
switch and hard drive light to the motherboard. This speaker works for the
beep codes, thats about all it does. With a speaker connected here you would
get a beep at post and a series of beeps if there was a memory problem or
video problem. You would get no beep code if the cpu was bad, in fact you
would get just about what you are getting if the cpu was bad.

If you have a near by computer shop you could take the cpu in and see if
they will test it for you. Most will for a couple of bucks. Since your
getting power to the cpu fan when you hit the power switch that would be my
first suggestion, have the cpu tested. You could also have your video card
and memory checked. If there all are fine then all thats left to look at
would be your motherboard.
