Question full motherboard is getting power

when i am pressing the start up pc not turning on. i check the power supply and yes it is ok. thn when k check the fornt control panel ever pins r getting power. power sw's both ends r getting power.

i checked for a leakage but did nt found and.

please suggest what should i do.
and yes i checked the cpu cable its ok only one end is getting power and one is not.

What are your pc specs? Is the cpu flush on the motherboard? Is the lever pusbed down? Is the cpu fan connected to the board?

its a low end pc. 2 gb ram. 512 gb hdd.no external graphic card. yes the cpu fan is connected to the board.
i dnt understand what do u mean by cpu flush and lever pusbed down.

when i checked the front control panel the power led. power sw all pins are getting power. + - are all getting power and so the motherboard can not start up.
