Full screen artifact after launching a game

Hi there, I will start by showing my comptuer specs first then detail the problem.

CPU: I5 4670 - 3.4ghz quad core
PSU: ECHO star 680W
GPU: ASUS R9 280X Direct CUii TOP
HDD: Western Digital ... This one: http://www.wdc.com/global/products/specs/?driveID=1085&language=1

Moniter: AOC e2450Swh

Alright, so I have been running with a Nvidia 650 until yesterday where I switched to the R9 280X, ever since I installed the damn thing I had problems. It took me about 2 hours to get the screen to stop using the on-board graphics from the CPU and to use the new card. After it did, I played Skyrim with a million mods added for textures and things that my previous card could barely handle and would often give about 1-20 fps depending on where you look in game. So I run it for about 10 seconds and get a staggering 60 FPS no matter where I look and it looks stunning, then I move around and BOOM.

The entire screen artifacts like crazy.

I tried other games, same thing happens, not immediately, but after a little bit. Any advice or help would be appreciated, I am about to test if it will run a game on low settings and will update the post then.
 
You won'
t find your power supply in tiers 1, 2a or 2b of http://www.tomshardware.com/answers/id-1804779/power-supply-unit-tier-list.html. Get a replacement eg Seasonic 650, XFX 650 or Antec HCG 620M

This is probably the first time you've stressed the power supply.
 


Sorry I made a mistake, it's a 280X, though considering how close they are I guess the statement will be true still?
 


Yup, crap is crap. I googled your PSU and the first couple links are about them blowing up, melting, and the pics show how crappy the parts are inside.

You're lucky it didn't blow up and catch on fire, or your house on fire.

A different question then. What should I be looking for in a PSU to determine it's quality and what would I need minimum for a R9 280X?
