Question Fullscreen issue (Artifacts) with aoc monitor (only on some applications such as chrome)

I got a weird issue with my monitor wherein some applications there is an issue where whenever it goes fullscreen it goes completely black with some artifacts appearing all over. (Have to restart the computer)
Note; It doesn't freeze the computer just black display with artifacts.

Chrome is one of the applications. If I turn off hardware acceleration it doesn't happen but I didn't want that as it made videos choppy. Switched to firefox as the issue didn't happen there.
The other application where it happens is OmmWriter. And there are no solutions for that (that I know of). Which sucks as I can now not use a program I paid for.
I have two monitors and it only happens in one of them.

Anyone know about this issue and what can be done?

Specs:

The main monitor AOC AG271QG.
Amd ryzen 1600
Rtx 2080ti
40 gb ram

Are you overclocking your GPU?

40Gb of RAM? Is that in dual channel in CPUZ?
Can you try with 2 sticks?
 
I had the same issue with Opera developer version but not in the stable version. Are you using the latest stable Chrome version? Don't use any beta or developer version.

It is the latest Chrome version. No beta or dev. version.

I just did some more testing. Turning my second monitor off and only using the AOC monitor the issue is gone.
It is not really a solution as I have a second monitor for a reason, but it at least kinds of tell me the issue is the dual setup. But what in the world...

Can you try another gpu port on the monitor with the issue?
